DDTC has added Cambodia to the list of proscribed countries under ITAR 126.1, meaning a presumption of denial for licenses for defense exports and reexports to the country. At the same time, the Bureau of Industry and Security (“BIS”) has amended the EAR to add Cambodia as a D:5 country, subject to an arms embargo, and also adding the country to the list of countries subject to military end-use and end-user rules.
